A Virginia native, Bill and his wife Kate have 3 children and have been married over 30 years!

Like Evan, Sara attended the University of Pennsylvania, where she earned her bachelor’s degree in Psychology in 1992. Sara then received her law degree from American University’s Washington College of Law in 1997.  Sara leads the Probate and Trust administration team for the Farr Law Firm, and is also part of our Estate Planning and Elder Law team. Sara lives in Great Falls with her two children, two dogs and three cats. She enjoys hiking, reading, travel, riding on rollercoasters with her son, and cooking with her daughter.

Kathy received her undergraduate degree in 1989 from Boston University and her law degree in 1992 from Vermont Law School. Kathy handles Estate Planning for the firm, having focused her legal career in the area of Estate Planning since 2004; she is also part of our Elder Law and Trust Administration team. Kathy has lived in the Northern Virginia area for most of her life and previously practiced law in Manassas and Linden, Virginia. She enjoys organic gardening. She and her husband and 3 children share their home and yard with 2 rescued dogs, a rescued cat, a bearded dragon, and 7 chickens.

Alicia has focused her entire 18-year career on Estate Planning, formerly at The Estate Planning & Elder Law Firm, P.C. working under Bill Fralin. A Virginia native, Alicia has appeared in Virginia Business Legal Elite and in Super Lawyers as a Rising Star, and will continue to be a rising star as she joins forces with the Farr Law Firm! She received her bachelor’s degree from the College of William & Mary and her J.D. from George Mason University School of Law. Alica enjoys spending time with her family (her husband, their two teenage children, their loyal golden retriever, and their affectionate rescue cat), boating on the Occoquan, dog-walking with friends, relaxing at the Outer Banks, and volunteering.

Jeannie Farr, Director of Client Services, Client Care Coordinator, and Patient Advocate

Jeannie wears many hats here at the Farr Law Firm.  As the Director of Client Services, she is the main point of contact for all clients and ensures that all of our clients are always happy with our services. As our Client Care Coordinator and Patient Advocate, Jeannie, who has a Certificate in Gerontology from Piedmont Virginia Community College, helps our clients who need nursing home care obtain the best nursing home placements available, and helps our nursing home clients maintain their highest possible level of psycho-social well-being. Before running the Farr Law Firm, Jeannie spent over 25 years in the hospitality industry, serving as the Director of Food and Beverage for several restaurants, hotels, and private clubs. She developed a passion for helping the elderly after taking care of her elderly mother for years and after successfully filing for Veterans Aid and Attendance for another family member.  A native of the DC Metro area, Jeannie enjoys boating, water adventures, and relaxing with her husband, Evan, their children and grandson, and their menagerie of furry critters.

Connie Fregm, Senior Asset Protection Paralegal

50eae1e984c49f2c520280deConnie received her paralegal certificate in 1991 and began working for a personal injury law firm in York, PA, then relocated to Virginia in 1995 where she first started working for the Farr Law Firm. In 2005, she moved back to York to assist her mother and went back to a position at the personal injury firm during the week and commuting to her home in Northern VA for the weekends. After 3 years of commuting, it was time to return to Northern VA to both work and live, and to return to the Farr Law Firm. Her years of living with her aging mother (now in her 90s) made Connie acutely aware of the challenges and adventures facing many with aging parents. Connie enjoys bluegrass music and riding motorcycles, as well as baking and cooking with her grandson.

Seresa El-Gafy, Senior Asset Protection and Probate Paralegal

SeresaAs part of an Air Force family, Seresa traveled extensively around the U.S. before settling in New Jersey, where she obtained a paralegal certificate in 1984. She worked primarily in estate planning and administration for several large firms in New Jersey and New York before relocating to Virginia in 2005. Enticed by the opportunity of working at the esteemed Farr Law Firm (especially with some of the famous authors of Critter Corner–Commander Bun Bun and Angel the cat), she joined the firm in 2013. Outside the office, Seresa manages her own menagerie of cats, rabbit, teenage daughter, husband, and mother-in-law. As a 4H parent, she spends most weekends wrangling sheep and chickens to support her daughter’s ambition to be a mixed-species veterinarian. In the five minutes of free time she has every day before retiring, she prefers to read, particularly historical and classical fiction, biographies, military history, and P.G. Wodehouse.

Natasha Cranford, Asset Protection Paralegal

Natasha was born and raised in Honolulu, Hawaii. She earned a Bachelor of Arts degree in English from the University of Hawaii and a Master of Fine Arts degree in Creative Writing from San Francisco State University. She has worked in the customer service industry, in the community health non-profit sector, as an English instructor in the U.S. and abroad, and as a paralegal. Natasha helped care for her ailing grandfather and her mother, who had suffered several strokes, so she is intimately familiar with the challenges facing the elderly, individuals with disabilities, and their families. In her free time, Natasha enjoys spending time with her human, canine, and avian family.

Arlene Figueroa, Asset Protection Paralegal


Arlene earned a Bachelor of Science degree in Business from Virginia Commonwealth University. Her family includes two sisters, one of whom struggles with mental illness.  She has been helping her parents care for her sister for years and therefore understands the challenges and hardship that can be put on a family due a family member with disabilities.  Arlene realized that her passion was to help families, such as hers, overcome these challenges for the well-being of their loved ones and for that reason joined the Farr Law Firm team. In her free time, she enjoys spending time with her family, reading, and swimming.

Randy Dossey, Paralegal

Randy is new to the DMV area, having been born and lived in Florida for most of his life. The second youngest of 8 children, Randy became interested in working in the legal field from a young age and volunteered throughout high school assisting minors convicted with misdemeanors as they went through the court system. While attending the University of Central Florida, he began working in law firms to learn how to assist clients facing a variety of challenges. He also competed in mock trial competitions all over the country, earning awards individually and as part of a successful team. After graduating with his Bachelor’s degree, he moved to Fairfax to be closer to his mother and youngest sibling, and joined Farr Law Firm as a paralegal. Outside of work, Randy enjoys attending concerts, reading, and spending time with his ever-expanding family.

Donna Westervelt, Estate Planning Paralegal

Donna is a native of Southern California, got her BA in philosophy from San Diego State University and did graduate work in philosophy at the University of California, Davis. Donna moved to the DMV in 2009 to enable her father-in-law, who had Alzheimer’s disease, to remain in his own home. She began working as an estate planning paralegal with Bill Fralin and Alicia Truitt at The Estate Planning & Elder Law Firm, P.C.   Although her father-in-law passed away in 2012 and her daughter was still in Southern California, Donna remained here in the DMV to continue her paralegal career.  She enjoyed hiking with her dog along the 18 mile Bull Run-Occoquan Trail and was a volunteer along that trail spotting and reporting fallen trees and other obstacles to hikers until her dog’s death in 2018. The dog is survived by three kitty siblings, now increased by one other kitty who found her. Donna enjoys reading and doing crafts and photography in her spare time.

Sierra Kolasa, Client Services Assistant
Sierra was born and raised in Baltimore, Maryland. After years of service in the hospitality field, she chose to shift her attention. Sierra has experienced many stages of care in her family and is excited to assist here at Farr Law Firm to ensure everyone may receive the best care. In her off time, Sierra enjoys hiking with her dogs and enjoying all nature has to offer.


Debbie Mitchell, Client Services Assistant

Debbie originally joined Bill Fralin’s firm, The Estate Planning and Elder Law Firm, P.C., in 2016, and realized her keen interest and aptitude for this area of law! Transitioning to the Farr Law Firm in 2018 has afforded her the opportunity to build upon where she left off, and she loves it! She attended Prince George’s Community College and received two Associates of Arts Degrees in Legal Secretary and Word Processing Administration in 1986. She comes with over 20 years of administrative skills from working in the insurance, real estate, and health related fields. Debbie is originally from the beautiful Island of Jamaica, and enjoys spending time with her husband, three children, and grandchildren. Debbie’s favorite pastimes include reading, traveling, spending quiet time with the Lord, and a recently-developed love of gardening. She volunteers with a team of folks from her church visiting a local nursing home and feeding the homeless once a month by encouraging, singing, praying, and the spreading of love.

Danny Bonner, Property Manager
Danny was born and raised in Centreville, Virginia, and received a Bachelor of Science in Business Administration from Longwood University in 2017.  At Longwood, Danny was a member of the club baseball program as well as the fishing club. Before and during college, Danny held many positions in the hospitality industry at golf courses and country clubs. As an athlete and avid sports fan, Danny enjoys going into D.C. to watch the Nationals, Capitals and Redskins with his friends and family, and enjoys spending many weekends fishing and boating with his family at Lake Anna, including his two brothers and black lab mix, Louie. Since his first year at Westfield High School, Danny has volunteered with Our Neighbor’s Child during almost every holiday season, delivering gifts, cookies and wrapping paper to families in need.

Renee Eder, Director of Public Relations

ReneeRenee was born and raised in Rockland County, New York. She attended Binghamton University , and received a bachelor’s degree in Applied Social Sciences in 1997. Upon graduation, she attended Syracuse University and received her Master’s Degree in 1998 in Consumer Studies, with a focus in marketing and seniors. Renee has done consulting work in marketing, public relations, and branding, and website redesign at George Mason University, Northern Virginia Community College, and at various associations and charities in the D.C. area. Renee enjoys spending time with her two children, being a devoted Washington sports fan, being a Scout mom, enjoying her daughter’s travel soccer games and her son’s basketball games, reading, writing, and spending time with her two miniature poodles, Penny and Moose, and her mini labradoodle, Jeff. Renee’s poodle, Penny, is an official comfort dog who she and her children bring to visit with seniors who are in the early stages of dementia at a local senior home once a month.
